For data center operators and developers

NERC CLO compliance and faster energization for data centers.

A site with 50 MW or more at transmission voltage now owes its planner a dynamic model, verified on a schedule, plus disturbance recording and operational data. Nyquist makes that evidence measured, current and reusable.

What you owe, and what we deliver

Three standards. One measured record.

StandardWhat it requires of your siteWhat Nyquist delivers
CLO-001-1Coordinated interconnection studies, commissioning, planning model data including tripping, ride-through and recovery, and model verification updated within 180 days of changes that alter dynamic response.Measured dynamic model, verification documentation, change log with reverification clocks, planner-ready exports.
CLO-002-1Operational data and communications with your transmission operator, balancing authority and reliability coordinator, and the ability to follow operating instructions.Operational data specifications mapped to your recorders and historian, with evidence of what the site can actually do on instruction.
CLO-003-1Protection settings coordination, sequence of events recording, fault recording and continuous dynamic disturbance recording.Recorder register and gap check, data request response packages, records maintained on your behalf.

The cost of an unverified model

A model built from spec sheets is a liability on your balance sheet.

Study cycles and delay

Planners who do not trust the model study conservatively, ask for more data and push your in service date. Every month of delay on a large campus is real money.

Ride-through failures

If the facility trips offline when the model said it would ride through, expect root cause investigations, corrective action plans and, in some agreements, disconnection.

Penalty exposure

Once approved, the CLO standards carry federal penalties that can exceed $1 million per violation, per day.

How an engagement runs

From first call to verified model in about 90 days.

STEP 1

Readiness review

Registration status, obligation dates, recorder gaps and where measured evidence changes your study outcome.

STEP 2

Measure

Connect your existing recorders and historians. Add measurement only where a gap exists.

STEP 3

Model and verify

Fit the dynamic model to recorded events and issue the verification package to your planner.

STEP 4

Maintain and monetize

Keep the evidence current as the site changes, and use it to qualify for flexibility programs.

FAQ

Questions data center teams ask us.

Do the NERC CLO standards apply to my data center?

As balloted, the standards apply to sites with at least 50 MW of total connected computational load served through equipment connected at 100 kV or above. Several buildings can count as one site. Registration criteria are being filed with FERC alongside the standards, so confirm your status early. We include a registration and obligations review in every engagement.

Do we need to buy new recording equipment?

Usually not to start. Most sites already have relays, meters or recorders that capture useful data. We map what you have against CLO-003 recording requirements and your utility's requirements, then recommend only what is missing. We work with equipment from every manufacturer and do not sell hardware.

How is this different from a compliance consultant?

Consultants file paperwork based on design data. We measure how the facility actually behaved during real disturbances, fit the model to that behavior and verify it against every event. The result is evidence a planner can accept, and a measured record you can reuse for flexibility programs.

Who owns the data?

You do. Data rights are agreed before any installation. By default only the models and documents you choose to issue leave the site.

Can you work alongside our EPC, consultant or utility engineers?

Yes. We are an independent third party and regularly provide models and evidence to whoever needs them: your engineering firm, your planner or your regional entity.

When do the obligations start?

After FERC approval and the effective date, requirements phase in. As balloted, interconnection and modeling obligations under CLO-001 run on 3 to 9 month clocks, operational data under CLO-002 on 6 to 12 months, and disturbance recording under CLO-003 on 15 months for new sites and 36 months for existing ones. Utility requirements written into interconnection agreements can apply sooner.

Founding site program

Know exactly where your site stands before your planner asks.

We are onboarding a small number of founding sites for 2026 and 2027. In a 30 minute demo we walk through the platform, your obligations, and what a 90 day engagement at your site would produce.
